Belo Horizonte Moves Closer to Becoming “Bitcoin Capital”

Belo Horizonte, Brazil, is one step closer to being officially recognized as a “Bitcoin Capital.” The city council’s Education, Science, Technology, Culture, Sports, Leisure, and Tourism Commission approved the bill in its second round on Wednesday. Councilman Vile Santos is the author of the bill.

An amendment was approved, pushing the effective date of the legislation to 90 days after publication. This change aims to give residents time to adjust to the new regulations.

The council members rejected an attempt to remove one of the core objectives of the bill, keeping the original intent intact.

Promoting Bitcoin and Crypto in Belo Horizonte

Bill 124/2025 aims to encourage initiatives and projects focused on research, development, and application of Bitcoin and other cryptocurrencies. It also seeks to provide training for entrepreneurs, students, and citizens interested in the subject.

“Bitcoin, as a technological and economic innovation, has become a global phenomenon, impacting various sectors of the economy and stimulating new forms of digital financial transactions,” explained Councilman Santos.

He added, “Recognizing BH as the Bitcoin capital does not interfere with federal powers over the financial system. Instead, it focuses on promoting education, digital entrepreneurship, and technological innovation, aligning with global trends and preparing the city for future economic transformations.”

Opposition and Debate

Councilwomen Cida Falabella and Iza Lourença attempted to remove a key objective from the bill. They proposed eliminating the goal of “boosting the crypto asset sector, becoming a reference in the adoption and promotion of Bitcoin use, stimulating the local economy, attracting investments, and strengthening the crypto asset market in the Municipality.”

However, the committee rapporteur, Councilwoman Flávia Borja, voted against the removal, stating that it “extracts one of the pillars of the bill, which seeks to strengthen the market and local entrepreneurship by stimulating the use of cryptocurrencies, as has been done in numerous municipalities inside and outside Brazil.”

What’s Next?

The bill now moves to the Budget and Finance Committee for discussion, the final step before it goes to the full City Council for a vote. Councilwoman Marilda Portela has been selected as the rapporteur for this committee.
